Position Title: Data Manager for Public Health Laboratory Training (Jakarta, Indonesia)
Background:
Health Security Partners is supporting the Indonesian Ministry of Health’s commitment to transforming their health system to enhance the effectiveness and accessibility of healthcare services nationwide. This transformation is guided by six pillars: primary care, health resilience, financing, human resources, and health technology. As part of this effort, public health laboratories (Labkesmas) have been restructured into 5-tiers, covering over 10,374 puskesmas laboratories, 239 district/city health laboratories, 30 provincial health laboratories, 11 regional health laboratories, and 2 national health laboratories. This restructuring aims to improve healthcare services, ensuring laboratory personnel meet standardized competencies.
Ensuring access to quality laboratory training across Indonesia is crucial for strengthening the capacity of Public Health Laboratories (Labkesmas). To establish a standardized competency level among laboratory personnel, a mandatory foundational training program has been launched on Plataran Sehat, the Ministry of Health’s Learning Management System (LMS). This online, self-paced training serves as the baseline for all Labkesmas staff, ensuring standard knowledge and skills nationwide.
Furthermore, with the development of the 5-tiered Public Health Laboratory (PHL) network, a strategic approach is needed to optimize resource allocation, enhance infrastructure, and build capacity at each tier. Various training programs are currently implemented under the Directorate of Primary Health Care Governance – Directorate General of Primary and Community Health, Ministry of Health, requiring systematic monitoring and evaluation. Tracking training participation and mapping laboratory staff competencies are essential to shaping future workforce development strategies.
To support these efforts, Health Security Partners is seeking a Data Manager to oversee training data management, to analyze participation trends, provide evidence-based recommendations for strategic planning, and manage all trainings for public health laboratories. By ensuring accurate and up-to-date training records, this role will contribute to enhancing laboratory workforce capacity and strengthening Indonesia’s public health laboratory system. This assignment aims to strengthen the training monitoring and evaluation framework for PHLs in Indonesia, ensuring data-driven decision-making and continuous improvement of training programs.

Objective of the Assignment:
The primary objective of this assignment is to work with Health Security Partners to support the Ministry of Health (MOH) in monitoring and evaluating the training status of all Public Health Laboratories (PHLs) in Indonesia by ensuring the availability of accurate and up-to-date data. This position involves:
Managing all trainings for public health laboratories
Maintaining and managing the registration records of public health laboratories trainings.
Conducting data analysis on training evaluation for Public Health Laboratories trainings, including mandatory, intermediate, and advanced training.
Tracking and maintaining records of participants who have attended public health laboratories training, categorized by PHL tier or other categorization.
Preparing periodic reports and data analyses and presenting findings to the Ministry of Health.
Assisting in the preparation and development of new Public Health Laboratories trainings.
Overseeing and managing data related to other training programs associated with PHLs.
Facilitating coordination between the MOH, development partners, consultants, and other relevant stakeholders.
Coordinating all activities closely with MOH, CDC Indonesia, HSP in-country personnel, specifically the LCBP Program Coordinator, and with the Program Manager at HSP Headquarters.
Scope of Work:
Training Data Management:
Manage all trainings for public health laboratories.
Maintain and update the registration, implementation and evaluation records of PHL training participants for each batch.
Ensure data accuracy and consistency in tracking PHL training participation
Manage and consolidate data related to training programs under Labkesmas/PHLs.
Training Data Analysis and Reporting:
Conduct analysis on training evaluation data to assess the effectiveness of PHL training programs.
Identify key trends and insights to improve training implementation.
Prepare periodic reports and data visualizations to be presented to the Ministry of Health.
Training Development Support:
Assist in the development and refinement of PHL training content based on data analysis and evaluation findings.
Provide recommendations for improving training modules and structures for Public Health Laboratories.
Stakeholder Coordination and Engagement:
Facilitate coordination between the MOH, development partners, consultants, and relevant stakeholders in matters related to PHL training data management and evaluation.
Organize and participate in meetings to discuss training outcomes and improvements with key stakeholders.
Coordinate all activities closely with MOH, CDC Indonesia and HSP in-country personnel, specifically the LCBP Program Coordinator, and with the Program Manager at HSP Headquarters.
Approval and Documentation:
Provide regular updates to the MOH regarding training participation and evaluation data.
Ensure documentation and archiving of all training-related data and reports.
Report on progress to HSP.
Expected Deliverables:
Comprehensive database of public health laboratories training, categorized by batch and PHL tier or other categorization.
Periodic/quarterly training evaluation reports highlighting key trends, challenges, and recommendations.
Data-driven insights and recommendations for improving PHL training programs.
Well-documented reports and presentations submitted to the Ministry of Health.
Stakeholder engagement reports summarizing key discussions and outcomes related to training data management.
Qualifications and Requirements:
Minimum of a bachelor's degree in Public Health, Health Policy, Statistics, or a related field, with a focus on data analysis within laboratory or public health settings.
At least two years of experience in data management and data analysis, with familiarity with the public health laboratory system in Indonesia.
Proven experience in facilitating multi-stakeholder discussions, managing and analyzing robust datasets, and presenting data analysis effectively.
Strong analytical skills with experience in managing large datasets.
Proficiency in Microsoft Office (Excel, PowerPoint, Word) and other data management applications.
Strong communication skills, including the ability to lead meetings and discussions, both written and verbal, in Bahasa Indonesia and English.
Ability to work effectively in a team and meet tight deadlines.
All applicants must be Indonesian nationals currently residing in Jakarta or willing to relocate for the duration of the assignment.
Reporting and Supervision:
The consultant will report directly to HSP and [the designated official at the Ministry of Health Indonesia] and work closely with the Directorate of Primary Health Care Governance, Directorate General of Primary and Community Health-MOH, CDC, and other relevant stakeholders.
This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. The length of this contract is six months.
