Background
The 7-1-7 approach is a performance-based framework designed to accelerate detection and response to public health threats. As part of ongoing efforts to strengthen surveillance and response capacities in the Philippines, the project is seeking a qualified part time consultant to support training, capacity building, and continuous technical mentoring for partners at national and sub-national levels.
In close coordination with the DOH and local health staff, the consultant will play a crucial role in organizing and delivering high-quality training activities, providing hands-on coaching, and ensuring effective roll-out and institutionalization of the 7-1-7 methodology. The consultant will assess existing training materials and modify them as necessary to fit the Philippine context, while preserving their technical accuracy.
Objective of the Consultancy
To provide technical, administrative, and facilitation support for the effective implementation of the 7-1-7 framework in the Philippines, including training health staff, reviewing and adapting the training curriculum for the Philippines context and facilitating training sessions, and mentoring stakeholders to apply 7-1-7 principles within routine surveillance and response processes.
1. Training Administration & Logistics

Develop and maintain a comprehensive training plan, repository of standard materials (including any adapted materials) and schedule for all 7-1-7 capacity-building activities.

Coordinate with government counterparts, implementing partners, and project staff regarding training timelines, participant lists, venue/logistics, and materials.

Prepare training documentation, including agendas, attendance sheets, training kits, pre-/post-tests, and evaluation tools.

Manage virtual and in-person training platforms, including setup, troubleshooting, and technical support.

Ensure proper documentation and archiving of training outputs, recordings, reports, and materials.
2. Training Facilitation

Serve as a lead or co-facilitator in 7-1-7 training activities across national and sub-national levels.

Deliver presentations, guide practical exercises, moderate discussions, and support learning activities.

Tailor training content to various audiences (e.g., DOH regional offices, LGU health units, surveillance officers), as needed.

3. Coaching, Mentoring, and Technical Support

Provide ongoing coaching and mentorship to partner agencies and local implementers to enhance their capability to apply the 7-1-7 approach.

Support trainees in conducting real-world application of the 7-1-7 tool, including event timelines, bottleneck analysis, and performance tracking.

Work closely with Regional Epidemiology and Surveillance Units (RESUs) to translate 7-1-7 findings into actionable steps and support follow-up on the implementation of those actions.

Offer targeted follow-up sessions (virtual or in-person) to reinforce learning and address challenges in implementation.

Help institutionalize 7-1-7 processes within local surveillance workflows, reporting mechanisms, and response systems.
4. Monitoring, Evaluation, and Reporting

Track training outputs, participation metrics, and completion rates.

Analyze training evaluation results and recommend improvements.

Prepare progress reports, coaching summaries, and final documentation of insights and lessons learned.

Contribute to project technical reports and presentations as needed.

5. Coordination and Representation

Work closely with DOH, RITM, RESUs, LGUs, and other implementing partners to align training and follow-up activities with national and regional priorities.

Participate in coordination meetings, technical working groups, and planning sessions related to 7-1-7.

Position Description: Health Security Partners (HSP) is seeking a Technical Consultant who will work with HSP, the United States (US) Centers for Disease Control & Prevention (CDC) Philippines Office, US CDC headquarters, and the Republic of the Philippines Department of Health (DOH), and other agencies to strengthen outbreak detection. The consultant will work closely with the Public Health Surveillance Division and the Event Based Surveillance team to update the manuals of procedures and integrate technical updates. Recommendation from assessments and reports and feedback from users will inform key changes. The consultant will review the manual and make recommended changes and engage key stakeholders for input. Updates will include updating the guidelines to align with standard definitions for timeliness analysis (7-1-7). The consultant will support procedure and guideline development and serve as a trainer. This is a full-time contract position not to exceed 10 months. HSP is seeking a professional with a background in epidemiology or related public health field. Position Title: Health Economist Consultant – Antimicrobial Resistance Intervention Costing Evaluation
Position Overview:
Health Security Partners (HSP) is supporting the U.S. Centers for Disease Control and Prevention (CDC) through the Global Action in Healthcare, Antimicrobial Resistance (GAIHN-AR) initiative to detect, prevent, and respond to emerging antimicrobial resistant (AMR) threats worldwide. GAIHN-AR is a CDC-led global network that strengthens infection prevention and control, communication, and laboratory capacity to address emerging and endemic AMR threats in healthcare settings.
To support sustainability and inform government decision-making, HSP seeks a Health Economist Consultant to design the approach and support the implementation of a costing evaluation of the GAIHN-AR program in South America, beginning in Chile with potential expansion to Argentina. The consultant will work closely with HSP, CDC, the Chilean Ministry of Health (MOH), and the Instituto de Salud Pública (ISP) to develop a costing approach and protocol, guide data collection and analysis, and produce and disseminate actionable findings that assess the cost and value of GAIHN-AR implementation. If time and resources allow, the consultant will also conduct a cost-benefit or cost-effectiveness analysis of the GAIHN-AR initiative.
Objective of the Assignment:
The primary objective of this assignment is to conduct a comprehensive costing analysis—and, if data and time permit, a cost-benefit or cost-effectiveness evaluation—of the GAIHN-AR program in collaboration with national and institutional partners. The consultant will develop the costing methodology and tools, guide data collection processes, and produce analytical outputs to inform program sustainability and future investment decisions.

Health Security Partners (HSP), in a collaboration with the U.S. Centers for Disease Control, is seeking a qualified statistician or epidemiologist with expertise in R programming and epidemiological methods to support the transition of surveillance data management and analysis to R.
This role supports the initiative of the Philippine Department of Health, Epidemiology Bureau-Public Health Surveillance Division (EB-PHSD) to develop quality, efficient, and reproducible R-based data management, analysis, and automated surveillance report generation at the central and regional levels. This includes the development of standardized data management, analysis, and report generation processes, script templates, and training packages for the central and regional surveillance staff, as well as Field Epidemiology Training Program (FETP) fellows.

Position Description
Health Security Partners is seeking a highly skilled Data Analytics and Visualization Consultant with a strong background in core programming languages (such as R), dashboarding and visualization, and mapping and GIS tools to support the Health Emergency Management Bureau (HEMB) of the Philippine Department of Health (DOH). As the lead agency for health emergency and disaster response, HEMB is mandated to ensure uninterrupted health service delivery and avert preventable morbidities and mortalities during emergencies and disasters. This role is crucial in assisting HEMB in fulfilling this mandate by enhancing its data systems, analytical capabilities, and information management framework.
The consultant will be instrumental in improving the efficiency and quality of HEMB's data management, analysis, and reporting, with a specific focus on disaster-related health data. This includes standardizing data cleaning and analysis scripts, reviewing existing reporting tools and templates, and developing dynamic, interactive dashboards for real-time situational awareness. The consultant will also play a key role in identifying and addressing mapping gaps, interoperability and system efficiency and will contribute to the design and development of an improved information management system. The ultimate goal is to ensure that HEMB's data-driven decision-making is more timely and efficient, reproducible, and effective in responding to public health threats and disasters. Key Responsibilities
The consultant will undertake the following tasks:

Review and Assessment of Existing Systems:

Conduct a comprehensive review of HEMB's current data sets, including both notifiable disease surveillance data and disaster-specific health data (e.g., from the Surveillance for Post Extreme Emergencies and Disasters or SPEED system).

Assess existing data reporting tools and templates to identify gaps, redundancies, and opportunities for automation and improvement.

Evaluate current scripts (R, SQL, Python) used for data cleaning, transformation, and analysis, identifying inefficiencies and inconsistencies.
