Position Title: Technical Assistant – Immunization and VPD Surveillance (West Kalimantan, Indonesia)
Position Overview
Health Security Partners (HSP) is seeking a Technical Assistant (TA) to support the implementation of the Sub-national Consequential Geographies Initiative (SCGI) in West Kalimantan, Indonesia. This initiative, funded by the U.S. Centers for Disease Control and Prevention (CDC), aims to strengthen immunization systems, improve vaccine-preventable disease (VPD) surveillance, and increase coverage among underserved populations.
The TA will work under the coordination of Perhimpunan Ahli Epidemiologi Indonesia (PAEI) and will collaborate closely with the Provincial Health Office (PHO), District Health Offices (DHO), HSP, and CDC Indonesia. This is a full-time position based in West Kalimantan.
Responsibilities
All work will be carried out in collaboration with PAEI, HSP, CDC Indonesia, and local health authorities. Responsibilities include, but are not limited to:

Assist in the planning, coordination, and implementation of PAEI-supported immunization and surveillance activities.

Provide technical support to PHO and DHO for effective delivery and monitoring of immunization and VPD surveillance services.

Support the organization and facilitation of trainings, workshops, and mentoring sessions for immunization staff and frontline health workers.
-
Analyze and review routine immunization coverage data with PHO/DHO teams to identify service gaps and zero-dose populations.
-
Support district-level surveillance officers in outbreak investigations, case reporting, and specimen collection and transport.
-
Facilitate communication and coordination between PAEI, PHO, and other stakeholders.

Collaborate with partners to implement community engagement and communication strategies to increase immunization awareness.

Submit timely activity reports, field visit summaries, and technical documentation to PAEI, HSP, and CDC partners.

Provide regular technical updates to local and international stakeholders.
Timeline
This position is expected to begin October 1, 2025, continue through 30 September 2026, with the potential for extension depending on funding availability. The role is full-time (up to 40 hours/week).
Qualifications

Bachelor’s degree in Public Health, Epidemiology, Nursing, or a related field (Master’s degree preferred).

At least 3 years of relevant experience in immunization programs, disease surveillance, or health systems strengthening.

Experience working with subnational government health offices or development partners.

Strong skills in coordination, facilitation, data analysis, and report writing.

Familiarity with the Indonesian health system and national immunization and VPD surveillance policies.

Proficiency in Bahasa Indonesia; English or local language skills are an asset.

Willingness to be based in West Kalimantan and travel frequently to district sites.

This is a contract position funded by an external grant. Compensation is a competitive daily rate commensurate with experience. Position Title: Program Manager -Immunization (This is a 1-year contract with the possibility of extension)
Position Overview: Health Security Partners (HSP) a nonprofit international development organization located in Washington DC, is currently seeking a full-time Program Manager (PM) to provide technical direction and operational assistance for global health programs sponsored by the U.S. Centers for Disease Control & Prevention (CDC). This role will primarily but not exclusively focus on strengthening immunization systems and vaccine-preventable disease (VPD) surveillance in Indonesia. The PM will provide technical and programmatic support to activities that aim to increase routine immunization coverage, support catch-up vaccination campaigns, improve surveillance for polio and measles, and enhance early warning and outbreak detection systems at the subnational level.
The following are key responsibilities of the Program Manager, Immunization. Functions and tasks include but are not limited to the following:

Developing and implementing approved program plans that align with HSP’s mission for each of the assigned programs.

Overseeing day-to-day program operations including administration and budgeting of multiple projects, sub-awards, contracts, and in-country activities.

Assisting in monitoring project implementation, tracking milestones, and reporting on progress to CDC and other stakeholders.

Contributing to monitoring and evaluation efforts, including documentation of lessons learned, success stories, and technical reports.

Providing technical, administrative, and logistical support to plan and implement activities related to immunization delivery, outreach, and VPD surveillance, with a focus on polio and measles.

Supporting the organization and facilitation of stakeholder meetings, trainings, visits, and evaluation workshops.

Coordinating the development of training materials, job aids, and communications campaigns for healthcare workers and community leaders.

Traveling to Indonesia and other countries to meet with partners, oversee training workshops and stakeholder meetings, and conduct field trips.

Contributing to proposal writing and development
Qualifications:

Master’s degree or higher in public health, epidemiology, medicine, or a related field.

Minimum of 3 years of relevant experience in immunization programs, VPD surveillance, or public health program implementation

Experience working with international donor and country partners, with preference for individuals with experience working with the Indonesian Ministry of Health.

Willingness to travel to and within Indonesia, particularly to West Kalimantan

Ability to develop and manage project budgets

Position Title: Contracts Expert, Data Sharing Agreements
Position Overview:
Health Security Partners (HSP) is supporting the U.S. Centers for Disease Control and Prevention’s (CDC) One Health office in their effort to enhance the world’s global capacity to respond to zoonotic diseases. A primary objective of this initiative has been to develop a One Health Rapid Response Team (OHRRT) global framework to facilitate coordinated, multi-sectoral responses to zoonotic disease outbreaks, integrating human, animal and environmental health sectors. The establishment of such teams is crucial for improving outbreak detection response times and overall public health security. By fostering collaboration among various health sectors, this initiative has aimed to strengthen preparedness and response capabilities, ensuring a more effective and unified approach to managing potential outbreaks. An important component of the OHRRT global framework is data sharing. Data sharing among One Health sectors improves early detection and surveillance, allowing for faster response times, coordinated action, resource optimization, evidence-based decision making, and trust and relationship building. HSP seeks a contracts expert who will develop a data sharing agreement template for incorporation into the OHRRT global framework resource toolkit. The data sharing agreement template should address compliance, privacy, security, and accountability when sharing data across One Health sectors, and should be adaptable across multiple countries and contexts.

Objective of the Assignment:
The primary objective of this assignment is to develop a standardized template for data sharing in the form of a Memorandum of Understanding (MOU)/Memorandum of Agreement (MoA) that will facilitate data and information sharing across various sectors during One Health event emergency responses. The consultant will be responsible for researching, drafting, and finalizing a legal document that enables seamless and secure collaboration among diverse One Health sectors (e.g., human health, animal health, environmental health, and other relevant sectors). The position involves:

Research and Assessment:
-
Conduct an in-depth review of current data-sharing protocols and agreements within One Health sectors.
-
Identify relevant legal, ethical, and data privacy considerations impacting data and information sharing across sectors.
-
Analyze existing MOUs/MoAs from governmental, non-governmental, and international organizations to ensure best practices are incorporated into the draft.
-

Development of Template:
-
Draft a flexible, standardized MOU/MoA template for data sharing that is applicable across different sectors (human health, animal health, environmental health, etc.).

Ensure that the template addresses data ownership, security, confidentiality, data use limitations, data retention, and other key considerations.

Collaborate with HSP and the U.S. CDC’s One Health office to outline specific roles and responsibilities for stakeholders involved in data sharing during a rapid response scenario.

Compliance and Risk Mitigation:
-
Ensure the draft template considers compliance with national and international laws, data protection regulations, and ethical standards regarding data sharing, such as entities like the GDPR or HIPAA where applicable.

Identify and mitigate potential risks related to data breaches, unauthorized access, or misuse of shared information.

Ensure compliance and mitigation in collaboration with U.S. CDC’s clearance team before completing the deliverable.

Finalization and Recommendations:
-
Revise and finalize the MOU/MoA template based on feedback received from stakeholders.

Provide recommendations for effective implementation and use of the template by One Health Rapid Response Teams in real-world scenarios.

Required Qualifications:

Education: A master’s degree in International Relations, Law, Business Administration, Public Health, or other related area with experience in data privacy law, international law, or health law.

Experience:
-
Proven experience drafting MOUs/MoAs, contracts, or other legal agreements in the context of cross-sector collaboration.
-
Experience working with legal frameworks that facilitate transfer of data, especially health related data. Familiarity with national/regional laws that govern the sharing of sensitive health data.

Familiarity with the One Health framework or interdisciplinary collaboration in health, animal, and environmental sectors is preferred.

Experience in legal aspects of data sharing in emergency response contexts, would be highly beneficial.

Skills & Competencies:

This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. The length of this contract is dependent on a jointly developed deliverable timeline but will not exceed five months; it will begin the date of hire and end September 30, 2025.
