Background:
Health Security Partners (HSP) is seeking an experienced professional to design curriculum for participants and facilitators and pilot a two-day functional exercise (FX) workshop focused on One Health Rapid Response Team coordination and communication to address a zoonotic disease outbreak. The consultant will work closely with HSP and the United States (US) Centers for Disease Control & Prevention (CDC) One Health Office as well as local subject matter experts to develop a realistic zoonotic disease outbreak scenario and guide workshop participants through their existing coordination and communication response mechanisms. Specifically, the FX will:
Allow personnel to validate and/or adapt One Health Rapid Response Team (OHRRT) plans and assess readiness by performing duties in a simulated operational environment.
Be driven by an aspect of a zoonotic disease outbreak scenario-driven, such as the failure of a critical organizational function or a specific hazard scenario.
Exercise specific OHRRT members, procedures and resources (e.g. communications, warning, notifications and equipment set-up).
Emphasize communication and coordination across environmental, wildlife, human, and animal health sectors while addressing zoonotic disease reporting challenges.
The successful candidate’s primary roles will include collaborating effectively with CDC subject matter experts to 1) design, develop new and/or adapt existing curriculum and exercises to prepare OHRRT field responders globally, 2) pilot the curriculum and exercise through an international pilot, 3) evaluate the curriculum and exercise, 4) make necessary edits or changes to the curriculum and exercise for future implementation.
This is a part-time position that will conclude September 30, 2025. The consultant will work remotely but will need to travel internationally for the in-person pilot FX workshop events. US-based travel may also be required to work with CDC experts to finalize curriculum.

Key Responsibilities: All work will be done in collaboration with HSP and CDC. Responsibilities include but are not limited to:
Developing a Zoonotic Disease Outbreak Scenario
Create a scientifically plausible and engaging outbreak scenario that could be adapted to multiple contexts.
Ensure that the scenario highlights critical One Health coordination and communication response challenges.
Ensure that the scenario requires participants to refer to their country’s One Health Rapid Response Team (OHRRT) standard operating procedures (SOPs) and other established procedures that pertain to their OHRRT.
Collaborate with HSP, CDC and local partners to ensure the scenario is contextually relevant.
Designing and Facilitating the One Health Rapid Response Team (OHRRT) Two-Day Functional Exercise (FX) Workshop
Structure the exercise to engage participants effectively, which will include dynamic scenarios and interactive activities for the participants to complete.
Lead workshop discussions on coordination and communication response actions, gaps, and improvements.
Ensure the workshop provides a platform to discuss existing zoonotic disease reporting practices and identify ways to strengthen capacities for outbreak prevention, detection, and response.
Developing and Refining Workshop Materials and Curriculum
Facilitator Manual: Develop a detailed guide for workshop facilitators, including objectives, session plans, discussion prompts, and debriefing strategies.
Participant Manual: Develop a resource for attendees outlining the exercise structure, response roles, and key One Health principles.
OHRRT After Action Review Template: Develop a resource for OHRRT stakeholders to complete after a One Health event to evaluate response effectiveness, identify strengths and weaknesses, and improve future preparedness through lessons learned.
Ensure all materials are aligned with regional One Health and zoonotic disease reporting frameworks.
Design, develop, or adapt existing curriculum and exercises to prepare OHRRT field responders globally for effective communication and coordination.
Pilot the curriculum and exercise through an international pilot.
Evaluate the effectiveness of the curriculum and exercise, incorporating participant feedback.
Making necessary edits or changes to the curriculum and training for future implementation.
Guiding Workshop Discussions and Supporting Outcome Development
Facilitate interactive discussions focused on intersectoral communication and coordination.
Support participants in simulating existing outbreak detection and response scenarios.
Building Capacity for Future FX Workshops
Support the training and development of HSP/CDC staff and local consultants to conduct future FX workshops.
Provide recommendations for sustaining One Health collaboration in zoonotic disease response.
Timeline for the Position:
The Consultant will begin June 1, 2025 and the consultancy will extend through 30 September 2025. The position will require up to 40 hours per week and international travel.
Qualifications and Experience:
Advanced degree in public health, veterinary medicine, epidemiology, environmental health, or a related field.
Demonstrated experience in developing and facilitating functional exercises, tabletop exercises or emergency response drills.
Expertise in One Health approaches and zoonotic disease response.
Strong facilitation and stakeholder engagement skills.
Excellent written and verbal communication abilities.
Experience working in regional or international settings with multi-sectoral partners is preferred.

Background:
Antimicrobial resistance (AMR) poses one of the greatest threats to global public health, and antimicrobial stewardship programs are an effective solution to mitigating it. Developing sustainable antimicrobial stewardship programs requires enhanced capacities by the healthcare workforce to optimize antibiotic use and prevent the emergence of resistant pathogens. This project aims to improve the detection, monitoring, and containment of emerging AMR in inpatient healthcare facilities through a comprehensive education and training initiative focused on antimicrobial stewardship. This effort will focus on identifying the education and training needs of healthcare workers in low- and middle-income countries (LMICs), who play a critical role in mitigating the threat of AMR.
Position Description:

The selected candidate will lead activities to assess current gaps in existing antimicrobial stewardship curricula and propose targeted solutions to address these gaps, ultimately enhancing the capacity of healthcare workers to optimize antibiotic use and monitor AMR effectively. Needs Assessment: Design and implement a comprehensive needs assessment to evaluate the education and training of healthcare workers responsible for optimizing antibiotic use and monitoring AMR in healthcare settings.
Gap Analysis: Identify key gaps in knowledge, skills, and materials among healthcare workers and propose innovative training solutions, including training modalities and materials, based on the findings from the systematic review and needs assessment.
Curriculum Development: Develop supplemental training materials, guidelines, and courses to fill identified gaps in antimicrobial stewardship education and training.
