Background
Health Security Partners (HSP), in collaboration with the U.S. Centers for Disease Control and Prevention (CDC), is seeking a consultant to evaluate antimicrobial resistance (AR) alert programs across selected hospitals in Southeast Asia.
AR alert programs are critical mechanisms linking laboratory detection of resistant pathogens with infection prevention and control (IPC), clinical, and pharmacy responses. This consultancy will document and analyze how such programs are implemented, identify key challenges and facilitators, summarize available impact data, and develop tools and resources to strengthen multidisciplinary AR response communication within hospitals.
Objectives
The consultant will lead the process of summarizing approaches, challenges, and available impact data related to AR alert programs that involve the laboratory, IPC team, clinicians, and pharmacists. The overall goal is to identify best practices and create adaptable resources to support hospital implementation and improvement of AR alert systems.
Scope of Work
Working in close coordination with HSP, CDC, and participating hospitals, the consultant will:
1. Tool Development
- Collaborate with the project team to design a structured questionnaire and interview guide to collect data on current AR alert practices across hospitals.
2. Hospital Engagement
- Implement the questionnaire and conduct interviews with multidisciplinary teams (laboratory, IPC, clinical, and pharmacy).
- Collect examples of tools and processes currently in use.
- As resources allow, conduct site visits to observe AR alert workflows in practice.
- Moderate a focus group discussion across all participating hospitals to discuss findings.
3. Data Collection
- Work with hospital partners to gather quantitative data (e.g., number of AR alerts issued, time from alert to IPC intervention, outcomes of actions taken).
- Document both measurable impacts and qualitative insights to illustrate the effectiveness and challenges of AR alert systems.
4. Summary of Findings
- Lead the development of a comprehensive summary report highlighting:
- Common approaches and tools used
- Challenges and facilitators of effective AR alert systems
- Quantitative and qualitative evidence of impact
- Format and finalize the report for regional sharing and partner dissemination.
5. Resource Development
- Develop adaptable resources to formalize multidisciplinary communication and action pathways across laboratory, IPC, pharmacy, and clinical staff.
- Example materials may include:
- Communication protocols and templates for real-time AR alerts
- Job aids to track communication and IPC/AMS interventions
- Workflow examples (e.g., messaging platforms, escalation steps)
- Educational materials to promote adoption and staff engagement
- Templates for pre- and post-implementation evaluation of AR alert systems
Deliverables
- Questionnaire and interview tools for AR alert program assessment
- Summary of findings report (approaches, challenges, facilitators, and impact data)
- Documentation of hospital engagement activities and focus group discussion
- Draft and finalized AR alert system resource package (communication tools, job aids, workflows, educational materials)
- Presentation slides summarizing findings for regional dissemination
Qualifications
- Advanced degree in public health, medicine, microbiology, pharmacy, epidemiology, or a related field
- Minimum 7 years of experience in infection prevention and control, antimicrobial stewardship, and/or laboratory systems strengthening
- Demonstrated experience in qualitative and quantitative data collection and analysis
- Strong understanding of AR/AMR surveillance, hospital alert systems, and multidisciplinary communication mechanisms
- Proven ability to synthesize findings into practical tools and guidance documents
- Experience working in Southeast Asia or similar healthcare contexts preferred
- Excellent written and spoken English; strong facilitation and stakeholder engagement skills

Background
Health Security Partners (HSP), in collaboration with the U.S. Centers for Disease Control and Prevention (CDC), is seeking a Pharmacist Consultant to support a regional evaluation of alignment between laboratory antimicrobial susceptibility testing (AST) results, empiric and definitive antibiotic use, local and national treatment protocols, and formulary availability across hospitals in one country in Southeast Asia.
The Pharmacist Consultant will work closely with a multidisciplinary team, including HSP, US CDC, and hospital laboratory and pharmacy staff to identify:

Mismatches between susceptibility of commonly isolated pathogens and empiric and definitive therapy

Common gaps in available hospital drug formulary that impact therapy

Opportunities to improve clinical protocols (e.g., diagnostic pathways, treatment guidelines)
Scope of Work
Under the direction of the ASEAN-US IPC Task Force and CDC, the Pharmacist Consultant will:

Design and Methodology

Support development of a data collection methodology, standardized procedures, and data collection tools.

Hospital Engagement

Work with hospital pharmacists and leadership to obtain buy-in and facilitate data collection.

Facilitate reviews of AST results, antimicrobial use data, local and national guidelines, and hospital and national drug formularies in selected hospitals.

Lead analysis of collected data to assess alignment between treatment guidelines, antimicrobial use, AST results, and formulary availability.

Identify gaps or limitations in clinical treatment protocols (e.g., diagnostic pathways, treatment guidelines) and access to effective therapies.

Provide technical assistance to hospital teams through data collection phase.

Support the development of tools and guidance for pharmacist-led reviews of AMS practices and treatment alignment (e.g., antibiogram, antibiotic use guidelines, template drug monographs, etc.).

Qualifications

Strong understanding of antimicrobial prescribing, formulary management, and antibiotic resistance trends

Experience collecting, interpreting, and analyzing AST data and collaborating with hospital laboratory and clinical teams

Proficient in clinical microbiology laboratory processes (e.g., organism ID, AST, reporting)

Consultant Opportunity: Surveillance Guidelines Updates – Philippines
Position Description: Health Security Partners (HSP) is seeking a Technical Consultant who will work with HSP, the United States (US) Centers for Disease Control & Prevention (CDC) Philippines Office, US CDC headquarters, and the Republic of the Philippines Department of Health (DOH), and other agencies to strengthen outbreak detection. The consultant will work closely with the Public Health Surveillance Division and the Event Based Surveillance team to update the manuals of procedures and integrate technical updates. Recommendation from assessments and reports and feedback from users will inform key changes. The consultant will review the manual and make recommended changes and engage key stakeholders for input. Updates will include updating the guidelines to align with standard definitions for timeliness analysis (7-1-7). The consultant will support procedure and guideline development and serve as a trainer. This is a full-time contract position not to exceed 10 months. HSP is seeking a professional with a background in epidemiology or related public health field. All applicants MUST currently reside in the Metro Manila, Philippines and be willing to travel domestically for training events.

Responsibilities
All work will be done in collaboration with HSP, CDC, and the Philippines DOH.
Responsibilities include but are not limited to:

Work closely with DOH EB and CDC and other partners to review the current surveillance objectives, case definitions and thresholds and update the disease surveillance approach to best match the objective of each disease or syndrome surveillance system.

Draft revised guidelines and annexes and review with key stakeholders
-
Update event-based surveillance standard definitions and the manual of procedure (MOP).
-
Provide strategic and technical guidance to the DOH, DA, and DENR and regional governmental health entities in adopting and applying the 7-1-7 framework across relevant surveillance and response systems.
-
Conduct stakeholder consultations, system assessments, and capability mapping in alignment with early action reviews and 7-1-7 benchmarks.
-
Assist in the development and/or refinement and standardization of tools, protocols, and performance indicators to monitor timeliness metrics and conduct bottleneck analyses to inform actions.
-
Facilitate capacity-building initiatives and workshops for DOH/Regional health staff and partner agencies on PIDSR, including logistics.
-
Support the integration of 7-1-7 metrics into national health security frameworks, emergency preparedness plans, and routine monitoring systems.

Coordinate regular health event and outbreak review meetings to review 7-1-7 performance and common bottlenecks, track progress of action plans.

Lead analysis of 7-1-7 data and summarize results for single and multiple events. At least 50% of priority events should be reviewed and documented.

Support regional epidemiology and surveillance units to document and analyze timeliness metrics to inform program and budget planning.

Support national and regional health offices to initiate monitoring and evaluation indicators for 7-1-7 and use the results to inform program and budget planning.

Attend regular virtual meetings and prepare meeting minutes and progress updates for stakeholders.

Coordinate all activities closely with the US CDC and Health Security Partners.
Qualifications

Advanced degree in Epidemiology, Public Health or a related field.

At least 5 years’ experience in event-based surveillance, outbreak response, and/or epidemic preparedness.

Working knowledge of the 7-1-7 methodology.

Working knowledge of the Philippine’s disease surveillance systems and outbreak response.

Demonstrated experience conducting data analysis and presentation.

Experience working with international donor agencies and knowledgeable of their regulations.

Level IV full professional proficiency in English (speaking/reading/writing) is required.

Ability to prioritize tasks, manage time, and adapt to change.

Must be self-motivated, capable of completing tasks without constant supervision. Also, must be capable of working diplomatically within a team which has members located across the world.
