Position Title: Consultant – FETP Harmonization and Revision

Background
The Field Epidemiology Training Program (FETP)–Advanced in the Philippines is a two-year competency-based program designed to strengthen national and subnational capacity in epidemiology, surveillance, and outbreak response. Following an evaluation conducted by the Department of Health (DOH) in collaboration with the U.S. Centers for Disease Control and Prevention (CDC), several recommendations were made to strengthen the program’s curriculum, analytic rigor, monitoring systems, and overall alignment with global standards.
To implement these recommendations, Health Security Partners and the program seek a highly qualified consultant to harmonize and update the three-tiered system, including leading the development of a manual of procedure (MOP) , revision of the field interval activities for FETP-Advanced, develop new training content, introduce R as the primary analytic tool, and coordinate with the Department of Health (DOH) and training partners on new curriculum components.
Scope of Work and Responsibilities
Output 1: Inception Report with itemized work plan and Gantt chart of activities.
Deliverable 1.1: Develop work plan with Gantt chart of activities. The work plan will be part of the inception report that should be submitted to Health Security Partners (HSP) within 7 days of commencing the assignment.
The inception report shall demonstrate the expert consultant’s conceptual and implementation approach and methodology, scope of work, resources required, and the timelines of activities to guide the assignment and to meet the agreed-upon deliverables.
Deliverable 1.2: Discuss the inception report and work plan with HSP and DOH EB-AEHMD.
Output 2: Review of Literature and Stakeholder Mapping
Deliverable 2.1: Submit to the EB-AEHMD and HSP a brief tabular matrix of a Policy, Legislation, and Research (PLR) review of research articles, evaluation reports, and relevant information sources on Tiered FETP Curricula, including previous curricula of the FETP Philippines, aligning with the directions provided in the Epidemiology and Health Statistics (EHS) Strategic Framework, the draft FETP Roadmap, and other relevant strategic directions to the Tiered FETP.
The PLR shall be aligned with the existing epidemiology and health statistics framework and strategic directions. Data sources for review include but are not limited to the FETP-Advanced and Intermediate curriculum; evaluation findings (quantitative and qualitative); and existing competency frameworks.
Deliverable 2.2: Submit stakeholder map of relevant individual experts and formal organizations with their contact information, as well as concise summaries of their influence, interest, expectations, concerns, and plans, to HSP and DOH EB-AEHMD.
Stakeholders include but are not limited to active members of the DOH EB and CHD RESUs; active members of the FETP Board; training partners, such as the University of the Philippines Manila College of Public Health (UP-CPH); and external subject matter experts and organizations specializing in the R programming language.
Output 3: Revision of the Tiered FETP System and Curriculum
Deliverable 3.1: Up to two (2) drafts of the FETP-Advanced Field Interval Package incorporating feedback from Technical Meetings.
The full written field interval package shall include:
- FETP-Advanced field interval activity gaps and areas for enhancement, restructuring, or expansion in line with global FETP best practices and CDC recommendations.
- FETP-Advanced field interval activity component(s) revised with clear competencies, learning objectives, timelines, and teaching approaches.
Deliverable 3.2: Up to two (2) drafts of the FETP-Advanced curriculum map developed by UP-CPH and incorporating feedback from Technical Meetings.
DOH-requested new modules (e.g. One Health, bioinformatics, NCD) shall be integrated in the curriculum map via close partnership with UP-CPH and other aligned training partners, ensuring consistency with program goals and government requirements.
Deliverable 3.3: Up to two (2) drafts of the R analytic training module set (slide decks, exercises, datasets, case studies, scripts, assessments) incorporating feedback from Technical Meetings.
The full analytic training module set shall facilitate use of the R programming language as the primary analytic platform for FETP trainees for epidemiologic analysis, surveillance, data management, outbreak analytics, visualization, and applied modeling. The R-based analytic training module shall be competency-based and aligned with field activities, mentorship, and project requirements, including recommendations on faculty or trainer needs for module delivery.
Deliverable 3.4: Up to two (2) drafts of the comprehensive Tiered FETP System Manual of Procedure (MOP) incorporating feedback from Technical Meetings.
The Tiered FETP System MOP shall provide an updated and fully-documented harmonization of the diverse curricula employed for the FETP tiers: Frontline; Intermediate; and Advanced (as updated by UP-CPH), ready for DOH approval as per the provisions of DOH Department Order (DO) No. 2021-0584, Revised Guidelines in the Development of Executive Policies in the Department of Health (DOH), or succeeding issuances which may repeal the said DO, in whole or in part, within thirty (30) days prior to the termination of this contract.
Output 4: Plan, Attend, and Co-Facilitate a Consultative Workshop/Focus Group Discussion (FGD).
Deliverable 4.1: Deliver a Consultative Workshop.
Deliverable 4.2: Submit workshop/FGD report with supporting documentation to HSP and DOH EB-AEHMD.
Deliverable 4.3: Up to two (2) drafts of the Tiered FETP System MOP incorporating feedback from Workshops/Consultations and any further technical meetings.
Output 5: Technical Narrative and Financial Report.
Deliverable 5.1: Submit technical documentation of all meetings attended to HSP and DOH EB-AEHMD within seven (7) calendar days after the conclusion of each meeting.
Deliverable 5.2: Submit final technical narrative report.
Deliverable 5.3: Submit final draft M&E Framework.
Deliverable 5.4: Submit final financial report.
Qualifications
- Master’s degree or higher in Public Health, Epidemiology, Health Education, Biostatistics, or related field.
- At least 5–7 years of experience with curriculum development in public health or epidemiology training programs.
- Experience with FETP, applied epidemiology, or similar capacity-building programs is highly preferred.
- Familiarity with R programming and ability to develop training materials or teach analytic modules preferred.
- Strong coordination and communication skills, including experience working with government agencies.
- Excellent writing, documentation, and facilitation skills.
- Ability to manage multiple tasks and deliver high-quality outputs independently.

Background
The Field Epidemiology Training Program (FETP) in the Philippines is a three-tiered system of programs designed to strengthen national and subnational capacity in epidemiology, surveillance, and outbreak response. An FETP Roadmap is under development by the Department of Health (DOH). Health Security Partners (HSP) seeks a consultant to work with DOH, the US CDC, and other stakeholders to review the draft roadmap and develop appropriate strategies and activities with a strong monitoring and evaluation component.
Scope of Work and Responsibilities
Output 1: Inception Report with itemized work plan and Gantt chart of activities.
Deliverable 1.1: Develop work plan with Gantt chart of activities. The work plan will be part of the inception report that should be submitted to HSP within 7 days of commencing the assignment.
The inception report shall demonstrate the expert consultant’s conceptual and implementation approach and methodology, scope of work, resources required, and the timelines of activities to guide the assignment and to meet the agreed-upon deliverables.
Deliverable 1.2: Submit technical documentation to the EB-AEHMD and HSP following the endorsement meeting on the accomplished inception report and work plan.
Output 2: Operational FETP Roadmap
Deliverable 2.1: Submit to the EB-AEHMD and HSP a brief tabular matrix of a Policy, Legislation, and Research (PLR) review of research articles, evaluation reports, and relevant information sources on Tiered FETP targets, standards, and guidelines, aligning with the directions provided in the Epidemiology and Health Statistics (EHS) Strategic Framework, the draft FETP Roadmap, and other relevant strategic directions to the Tiered FETP. The PLR shall provide a ready reference for future-proofing and troubleshooting the FETP M&E following its implementation.
Deliverable 2.2: Update the existing stakeholder map of subject matter experts, relevant organizations, and other key stakeholders involved in the Tiered FETP, including but not limited to their contact information, their levels of influence and interest, manner of involvement with the program.
Deliverable 2.3: Develop a tri-phasic operation plan of the Tiered FETP across the short-term, medium-term, and long-term periods based on the findings of the PLR Review.
Output 3: Development of the Monitoring and Evaluation (M&E) Framework and associated tools.
Deliverable 3.1: Up to two (2) drafts of the M&E Operational Manual incorporating feedback from Technical Meetings.
The full written operational manual shall include:
- M&E goals and objectives for the FETP programs
- Logic model per long-term Objectives (Refer to FETP Roadmap); including an indicator reference sheet or an indicator matrix. The indicator matrix should cover key features, including key performance indicators (KPIs), definitions and formulas, data sources and collection tools, frequency of measurement, and responsible persons or units
- Design a collection of tools and protocols for M&E
- Roles and Responsibilities for M&E implementation (National, Sub-national)
Further, the operational manual shall, in the style of an implementation guide handbook, cover step-by-step instructions for using the M&E system, roles and responsibilities, data management procedures, troubleshooting, and sustainability strategies.
Deliverable 3.2: Up to two (2) drafts of the M&E Tool, incorporating feedback from Technical Meetings.
The full written framework shall be facilitated by a monitoring tool or tracking templates (digital or Excel-based tools), such as:
- Trainee progress tracking sheets
- Curriculum implementation monitoring dashboards
- Automated or semi-automated visualization dashboards of trainees' outputs
- Summary scorecards for program performance
Existing guidelines on the form and structure of Office Performance Commitment and Review (OPCR) may be included as one of the resources for consideration in the design of the monitoring tool.
Deliverable 3.3: Up to two (2) drafts of the M&E Capacity Building Session Manual incorporating feedback from Technical Meetings.
