Position Title: Contracts Expert, Data Sharing Agreements
Position Overview:
Health Security Partners (HSP) is supporting the U.S. Centers for Disease Control and Prevention’s (CDC) One Health office in their effort to enhance the world’s global capacity to respond to zoonotic diseases. A primary objective of this initiative has been to develop a One Health Rapid Response Team (OHRRT) global framework to facilitate coordinated, multi-sectoral responses to zoonotic disease outbreaks, integrating human, animal and environmental health sectors. The establishment of such teams is crucial for improving outbreak detection response times and overall public health security. By fostering collaboration among various health sectors, this initiative has aimed to strengthen preparedness and response capabilities, ensuring a more effective and unified approach to managing potential outbreaks. An important component of the OHRRT global framework is data sharing. Data sharing among One Health sectors improves early detection and surveillance, allowing for faster response times, coordinated action, resource optimization, evidence-based decision making, and trust and relationship building. HSP seeks a contracts expert who will develop a data sharing agreement template for incorporation into the OHRRT global framework resource toolkit. The data sharing agreement template should address compliance, privacy, security, and accountability when sharing data across One Health sectors, and should be adaptable across multiple countries and contexts.

Objective of the Assignment:
The primary objective of this assignment is to develop a standardized template for data sharing in the form of a Memorandum of Understanding (MOU)/Memorandum of Agreement (MoA) that will facilitate data and information sharing across various sectors during One Health event emergency responses. The consultant will be responsible for researching, drafting, and finalizing a legal document that enables seamless and secure collaboration among diverse One Health sectors (e.g., human health, animal health, environmental health, and other relevant sectors). The position involves:

Research and Assessment:
-
Conduct an in-depth review of current data-sharing protocols and agreements within One Health sectors.

Identify relevant legal, ethical, and data privacy considerations impacting data and information sharing across sectors.

Analyze existing MOUs/MoAs from governmental, non-governmental, and international organizations to ensure best practices are incorporated into the draft.

Development of Template:
-
Draft a flexible, standardized MOU/MoA template for data sharing that is applicable across different sectors (human health, animal health, environmental health, etc.).

Ensure that the template addresses data ownership, security, confidentiality, data use limitations, data retention, and other key considerations.

Collaborate with HSP and the U.S. CDC’s One Health office to outline specific roles and responsibilities for stakeholders involved in data sharing during a rapid response scenario.

Compliance and Risk Mitigation:
-
Ensure the draft template considers compliance with national and international laws, data protection regulations, and ethical standards regarding data sharing, such as entities like the GDPR or HIPAA where applicable.

Identify and mitigate potential risks related to data breaches, unauthorized access, or misuse of shared information.

Ensure compliance and mitigation in collaboration with U.S. CDC’s clearance team before completing the deliverable.

Finalization and Recommendations:

Revise and finalize the MOU/MoA template based on feedback received from stakeholders.

Provide recommendations for effective implementation and use of the template by One Health Rapid Response Teams in real-world scenarios.

Required Qualifications:
-
Education: A master’s degree in International Relations, Law, Business Administration, Public Health, or other related area with experience in data privacy law, international law, or health law.

Experience:
-
Proven experience drafting MOUs/MoAs, contracts, or other legal agreements in the context of cross-sector collaboration.
-
Experience working with legal frameworks that facilitate transfer of data, especially health related data. Familiarity with national/regional laws that govern the sharing of sensitive health data.

Familiarity with the One Health framework or interdisciplinary collaboration in health, animal, and environmental sectors is preferred.

Experience in legal aspects of data sharing in emergency response contexts, would be highly beneficial.

Skills & Competencies:

Excellent legal research and writing skills.

Strong attention to detail and ability to synthesize complex legal information into clear and actionable documents.

Ability to communicate effectively with stakeholders from diverse sectors and backgrounds.

Knowledge of data protection laws, regulations, and best practices for cross-sector data sharing.

Knowledge of the International Health Regulations and other global health frameworks strongly preferred.

Reporting and Supervision:
The consultant will report directly to HSP work closely with the U.S. CDC One Health office, and other relevant stakeholders.
This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. The length of this contract is dependent on a jointly developed deliverable timeline but will not exceed five months; it will begin the date of hire and end September 30, 2025.

Background:
Antimicrobial resistance (AMR) poses one of the greatest threats to global public health, and antimicrobial stewardship programs are an effective solution to mitigating it. Developing sustainable antimicrobial stewardship programs requires enhanced capacities by the healthcare workforce to optimize antibiotic use and prevent the emergence of resistant pathogens. This project aims to improve the detection, monitoring, and containment of emerging AMR in inpatient healthcare facilities through a comprehensive education and training initiative focused on antimicrobial stewardship. This effort will focus on identifying the education and training needs of healthcare workers in low- and middle-income countries (LMICs), who play a critical role in mitigating the threat of AMR.
Position Description:
Health Security Partners is seeking an experienced Clinical Specialist in Antimicrobial Stewardship to develop and advance the education and training of healthcare workers in LMICs. The selected candidate will lead activities to assess current gaps in existing antimicrobial stewardship curricula and propose targeted solutions to address these gaps, ultimately enhancing the capacity of healthcare workers to optimize antibiotic use and monitor AMR effectively. All activities will accomplished in collaboration with the U.S. Centers for Disease Control and Prevention (US CDC).
Organization
Health Security Partners (HSP) is a nonprofit organization dedicated to building local capacity to improve health security worldwide. We develop and deliver programs to resource-constrained areas that advance individuals’ and institutions’ capacity and societies’ ability to prevent, detect, and respond to public health threats.
Key Responsibilities:
- Systematic Review: Lead a systematic review of existing antimicrobial stewardship curricula to identify strengths, weaknesses, and gaps in current educational offerings.
- Needs Assessment: Design and implement a comprehensive needs assessment to evaluate the education and training of healthcare workers responsible for optimizing antibiotic use and monitoring AMR in healthcare settings.
- Gap Analysis: Identify key gaps in knowledge, skills, and materials among healthcare workers and propose innovative training solutions, including training modalities and materials, based on the findings from the systematic review and needs assessment.
- Curriculum Development: Develop supplemental training materials, guidelines, and courses to fill identified gaps in antimicrobial stewardship education and training.
- Stakeholder Engagement: Work closely with healthcare providers, local health authorities, and other stakeholders to ensure the developed training materials meet the unique needs of healthcare workers in LMICs.
- Monitoring & Evaluation: Develop and implement processes to monitor progress against project goals, including the completion of systematic review, needs assessments, and development of training materials.
- Reporting: Prepare detailed reports on the findings from the systematic review and needs assessment, along with recommendations for the development of training resources.
- Training Facilitation: Facilitate training workshops and provide guidance to healthcare workers involved in antimicrobial stewardship programs (dependent on additional funding).
Minimum Qualifications & Experience:
- Education/Profession: Master's degree or higher in Public Health and/or clinician (Pharmacist, Physician, Nurse, Microbiologist)
- Experience:
- At least 5 years of experience in antimicrobial stewardship, and public health, ideally with a focus on low- and middle-income countries.
- Proven experience in designing and implementing adult education and training programs, particularly in antimicrobial stewardship or related fields.
- Experience conducting systematic reviews and analyzing findings
- Experience developing and implementing comprehensive needs assessments in healthcare settings and analyzing findings
- Experience working in or with international health organizations, NGOs, or government agencies.
- Skills and Competencies:
- In-depth knowledge of antimicrobial stewardship principles and best practices.
- Strong analytical skills, with the ability to identify gaps and propose effective solutions.
- Data management skills.
- Excellent written and verbal communication skills.
- Ability to work independently and as part of a global team.
- Cultural sensitivity and the ability to work in diverse, low-resource settings.
Preferred Qualifications:
- Experience working with international donor organizations in antimicrobial resistance or stewardship initiatives.
- Experience working in or with LMICs, particularly in the context of health system strengthening.
- Familiarity with the training and educational needs of healthcare workers in LMICs related to AMR and antimicrobial stewardship.
