Laboratory Capacity Building Program Coordinator (Indonesia)
Position Description: Health Security Partners (HSP) is seeking a Program Coordinator who will work with HSP, the U.S. Centers for Disease Control & Prevention (CDC) Indonesia Office, and other interested partners. The goal of the laboratory capacity building program is to provide support to the Ministry of Health to build the capacity of laboratory professionals, to develop their laboratory leadership competencies, and advance effective national laboratory systems for improved health security. This is a full-time position to accomplish the goals and objectives of implementing the laboratory capacity building program in Indonesia in collaboration with the Ministry of Health and interested partners. All applicants must be Indonesian nationals currently residing in Jakarta or willing to relocate for the duration of the assignment which will begin at the date of hire and end on September 30, 2024 with possibility for extension.
Responsibilities
All work will be done in collaboration with HSP, CDC Indonesia, Government of Indonesia partners, and Laboratory Capacity Building Partners. Responsibilities include but are not limited to:
? Act as a liaison between HSP and APHL technical leads.
? Support daily operations, providing administrative and logistical support to APHL technical leads.
? Coordinate with Ministries, Universities, and other potential key collaborators to implement the Laboratory Capacity Building Program.
? Arrange and provide logistical support for meetings with the ministries related to Laboratory Capacity Building Program.
? Monitor workplan progress, along with associated deliverables and outputs.
? Organize and oversee all domestic and international project-related travel.
? Coordinate all activities closely with HSP headquarters personnel.
? Attend all Laboratory Capacity Building Program meetings.
Qualifications
? Master’s degree in Public Health, Clinical Laboratory Science or related field with at least 2 years of experience in program management, administration, finance, and operations or 4 years of experience with a bachelor’s degree.
? Experience working with international donor agencies and working knowlede of their regulations.
? Working knowledge in laboratory sciences, public health laboratory systems, educational programs, and mentorship.
? Fluency in English with excellent written and oral communication skills.
? Must be self-motivated, capable of completing tasks without constant supervision. Also, must be capable of working diplomatically within a team which has members located across the world.
This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. Resident Advisor for Frontline and Intermediate FETP (Indonesia)
Position Description: Health Security Partners (HSP) is seeking a Resident Advisor who will work with HSP, the U.S. Centers for Disease Control & Prevention (CDC) Indonesia Office, and the Indonesian Field Epidemiology Training Program (FETP) Secretariat in Indonesia. The goal of FETP Indonesia is to strengthen the national health workforce in applied epidemiology and to further develop national capacity for detection and response to public health threats. This is a full-time position to accomplish the goals and objectives of the Frontline and Intermediate FETPs in Indonesia. All applicants must be Indonesian nationals currently residing in Jakarta or willing to relocate for the duration of the assignment.
Responsibilities
All work will be done in collaboration with HSP, CDC Indonesia, FETP Indonesia and Government of Indonesia partners. Responsibilities include but are not limited to:
- Coordinate with Indonesian Ministry of Health (MOH), including the FETP Secretariat, CILOTO Training Center, and US CDC-Indonesia on technical aspects of the Frontline and Intermediate FETPs and other related activities.
- Participate in FETP team meetings, working groups, or committees and provide information, advice, and guidance.
- Serve as a link between the MoH including FETP Secretariat and US CDC-Indonesia by handling questions, helping resolve work-related problems, and providing timely program updates.
- Facilitate integration of the Frontline and Intermediate programs under one program.
- Assess adequacy of the curriculum to train participants in field epidemiology, surveillance, epidemiology methods, field projects, communication, and outbreak response.
- Plan and oversee Frontline and Intermediate FETP training events in coordination with Ciloto Training Centers, FETP Secretariat, US CDC-Indonesia, and HSP personnel.
- Assist in the recruitment of FETP Frontline and Intermediate participants and mentors.
- Serve as the lead technical advisor to train fellows to practice evidence-based public health, detection, and response to disease outbreaks, and strengthen disease surveillance systems.
- Participate in disease surveillance and outbreak investigation and response activities together with the fellows, as needed.
- Review all projects and work conducted by trainees for scientific quality and appropriateness and ensure that all projects receive appropriate ethical approvals and CDC clearances.
- Review field program activities including monitoring financial reports with the program team and on a periodic basis, identify and correct performance problems.
- Ensure that field projects are robust enough to provide FETP participants to gain knowledge, experience, and skill in conducting field projects.
- Ensure adequate mentoring of FETP Frontline and Intermediate participants.
- Facilitate monitoring and evaluation activities, including data collection.
- Coordinate with other FETP partners including local governments, sub-national training centers, participating universities in the Advanced FETP, professional organizations, FETP Alumni, FETP-V, and FETP Advanced Resident Advisor to ensure the trainings are aligned with other related objectives.
Timeline:
The Consultant will be required to begin in October 2023 and the consultancy will extend through 30 September 2024, with extension based on continued funding. The position is full-time, requiring up to 40 hours per week.
Qualifications:
We are looking for exceptional candidates with the following qualifications:
- Master’s degree in public health with focus on epidemiology, graduates of the Field Epidemiology Training Program (FETP) preferred;
- At least 5 years’ experience in field epidemiology, experience as an FETP mentor/supervisor preferred;
- Experience organizing and leading outbreak investigations and public health response activities;
- Experience in teaching, especially adult learners;
- Experience writing scientific abstracts and manuscripts and developing presentations for national and international conferences;
- Experience working in or with the Indonesian MoH or provincial/district health offices;
- Ability to work successfully with international teams;
- Good spoken and written English language skills; and
- Excellent communication skills.
