Technical Consultants (Telework Southeast Asia)
Position Description: Health Security Partners (HSP) is seeking up to (2) Technical Consultants who will work with HSP, the United States (US) Centers for Disease Control & Prevention (CDC) Southeast Asia Regional Office, US CDC headquarters, the Association of Southeast Asian Nations (ASEAN) Secretariat, and the Task Force Secretariat (TSEC) to support operations of the ASEAN-US Infection Control and Prevention (IPC) Task Force. The Task Force will serve as a regional forum for IPC experience sharing, cooperation, and coordination around IPC capacity building, and development of regional resources to improve IPC and address emerging and re-emerging infectious disease threats such as COVID-19 and antimicrobial resistance (AMR) in healthcare facilities.
These are full-time, contract positions, not to exceed 6 months, supporting the Task Force activities, which include coordinating and operationalizing technical activities related to infection prevention and control. Although the incumbent will work in a telework capacity, they must be able to travel throughout the ASEAN Member States to support.
Organization
Health Security Partners (HSP) is a nonprofit organization dedicated to building local capacity to improve health security worldwide. We develop and deliver programs to resource-constrained areas that advance individuals' and institutions' capacity and societies' ability to prevent, detect, and respond to public health threats.
Responsibilities
All work will be done in collaboration with HSP, CDC, ASEAN, and Task Force members representing ASEAN Member States. Responsibilities include but are not limited to:
Provide epidemiologic and public health knowledge as part of project activity core groups conducting project activities related to IPC and AMR in healthcare facilities.
Communicate regularly with Task Force Secretariat officers and project activity core group chairs to maintain progress toward workplan goals and milestones.
Attend regular virtual meetings and prepare progress updates to project activity core groups.
Contribute to minutes and/or meeting summaries for meetings of the Task Force and its project activity core groups.
Coordinate the collection of data in the form of virtual and in-person interviews, online surveys, and assessments.
Contribute to data analysis, summarizing findings and reporting.
Share communications and information across the Task Force, designated representatives from Member States, and/or ASEAN Health Cluster 2.
Minimum Qualifications
Master’s degree with at least 3 years of epidemiology and/or public health experience in Southeast Asia.
Knowledge of the epidemiology of infectious diseases, including modes of transmission, factors affecting disease occurrence, and strategies for intervention and prevention.
Level IV full professional proficiency in English (speaking/reading/writing) is required.
Ability to prioritize tasks, manage time, and adapt to change.
Self-motivated and capable of completing tasks without constant supervision.
Capable of working diplomatically within a team which has members located across the world.
Experience using professional computing software, including Microsoft Word, Excel, and PowerPoint.
Preferred Qualifications
Understanding of the core components of hospital IPC programs, healthcare-associated infections, and factors affecting disease transmission within healthcare facilities.
Knowledge of laboratory methods used to detect and characterize bacterial pathogens.
Experience working with Ministries of Health and other government entities.
Project management experience.
Experience collecting and analyzing qualitative and quantitative data.
This is a contract position funded by an external grant. Compensation is based on a daily rate commensurate with experience. Immunization Program Coordinator (West Kalimantan, Indonesia)
Position Description: Health Security Partners (HSP) is seeking an Immunization Program Coordinator who will work with HSP, the U.S. Centers for Disease Control & Prevention (CDC) Indonesia Office, and Perhimpunan Ahli Epidemiologi Indonesia (PAEI) in Indonesia. The goal of the Sub-national Consequential Geographies Initiative (SCGI) is to increase immunization program capacity in West Kalimantan to identify underserved populations and implement tailored interventions to vaccinate underserved populations; implement comprehensive vaccine preventable disease (VPD) surveillance systems; improve preparedness and response to outbreaks of VPDs; and strengthen quality and sustainability of immunization delivery systems. This is a full-time position to accomplish the goals and objectives of the SCGI in Indonesia. All applicants must be Indonesian nationals currently residing in West Kalimantan or willing to relocate for the duration of the assignment.
Responsibilities
All work will be done in collaboration with HSP, CDC Indonesia, PAEI, and national and provincial health authorities in Indonesia. Responsibilities include but are not limited to:
- Serve as an advisor on immunization program (routine and supplemental) planning and implementation, VPD surveillance, and/or outbreak response.
- Coordinate with Indonesian MOH, CDC Indonesia, and PAEI on technical aspects of the SCGI and related activities.
- Participate in PAEI team meetings, CDC Indonesia working groups and provide information, advice, and guidance.
- Serve as a primary point of contact (POC) between HSP and PAEI, and HSP and CDC-Indonesia; handling questions, helping resolve work-related problems, and providing timely program updates.
- Maintain communication with the established provincial health office (PHO) and district health office (DHO) POCs. Provide them regular updates of HSP and PAEI’s program progress in West Kalimantan.
- Alongside PAEI, oversee the day-to-day operations of the SCGI work plan activities, ensuring adherence to established intervention protocols, guidelines, and related policy.
- Participate in outbreak investigation and response activities with PAEI staff, PHO and DHO officers, as needed.
- Prepare and submit regular reports on program activities and outcomes to HSP and PAEI
Timeline:
The Consultant will be required to begin as soon as possible, and the consultancy will extend through 30 September 2025, with possible extension of an additional four years depending on funding availability. The position is full-time, requiring up to 40 hours per week.
Qualifications:
- Master’s degree or doctorate degree in public health with focus on epidemiology, immunization, health administration, nursing, or a related field;
- At least 5 years’ experience in public health, epidemiology, and immunization programs;
- Past experience microplanning and/or conducting vaccine demand studies, highly desirable;
- Experience organizing and leading outbreak investigations and public health response activities for vaccine preventable diseases;
- Experience in leading or coordinating teams, including training and mentoring staff;
- Experience in teaching, especially adult learners;
- Experience working in or with the Indonesian MoH or provincial/district health offices;
- Ability to work successfully with international teams;
- Good spoken and written English language skills; and
- Excellent communication skills.
