Position Title: National Consultant for the Development and Finalization of the National Public Health Laboratory Strategic Plan (NPHLSP) Indonesia
Background:
The National Public Health Laboratory Strategic Plan (NPHLSP) Indonesia 2025–2030 is a key framework designed to guide the establishment and development of a comprehensive 5-tiered public health laboratory (PHL) network across Indonesia. This tiered network is critical for ensuring that public health laboratories, ranging from primary health centers to national reference laboratories, are efficiently integrated and capable of responding to the diverse health needs of the population. The NPHLSP serves as the roadmap for improving laboratory services, enhancing biosafety and biosecurity, and strengthening the nation’s preparedness for health emergencies, including disease outbreaks. By clearly defining the roles and responsibilities, the NPHLSP will play a pivotal role in ensuring equitable access to quality diagnostic services nationwide.
The NPHLSP document is vital to achieving the broader health transformation goals set by the Ministry of Health (MOH) Indonesia. The development of the 5-tiered PHL network requires a strategic approach to resource allocation, infrastructure development, and capacity building across all tiers. The NPHLSP will provide a structured framework that aligns national priorities with the specific needs of each tier, ensuring the efficient delivery of services. Furthermore, the plan will guide the MOH and relevant stakeholders in their efforts to build a sustainable and resilient laboratory system that can adapt to future public health challenges. Given the delays in finalizing the NPHLSP due to competing priorities, it is crucial to engage a National Consultant to guide the refinement process and ensure that the plan can be finalized.
Objective of the Assignment:
The primary objective of this assignment is to assist the MOH in terms of coordination and communication with high level officials within the MOH and relevant stakeholders in the refinement, drafting, and finalization of the National Public Health Laboratory Strategic Plan (NPHLSP) 2025–2030, ensuring its alignment with the vision and mission of the MOH. This position involves:
Refining the NPHLSP by integrating strategic directions and priorities from the Directorate General of Primary and Community Health, based on current data and the needs of the public health system and the operational system of public health laboratories.
Facilitating coordination between the MOH, development partners, consultants, and relevant stakeholders to ensure alignment in the NPHLSP development process.
Leading communication with the Directorate General of Primary and Community Health and map out the main directives to guide the development of the tiered PHL network, ensuring that the priorities and focus of each tier are clearly defined.
Leading the drafting of the NPHLSP document, ensuring its quality, coherence, and relevance to national health goals and the mission of PHL.
Finalizing and securing approval of the NPHLSP from the Directorate General of Primary and Community Health, preparing the document for dissemination, and leading the socialization to all relevant stakeholders, including public health laboratories.
Scope of Work:
Strategic Communication and Coordination:
Serve as the primary liaison with the Directorate General of Primary and Community Health to initiate discussions on refining the NPHLSP.
Advocate for the importance of the NPHLSP in establishing and developing the tiered PHL network.
Lead discussions with the Directorate of Primary Health Care Governance, other units or directorates within the Ministry of Health, development partners, and international consultants to align efforts in developing the NPHLSP
Drafting and Refinement of NPHLSP:
Review existing materials, data, and drafts to inform the NPHLSP development process.
Incorporate the strategic directions and priorities provided by the Directorate General of Primary and Community Health into the NPHLSP.
Lead the writing and refinement of the NPHLSP document, ensuring alignment with stakeholder input and national health goals.
Stakeholder Engagement and Consultation:
Organize and facilitate stakeholder meetings, including technical discussions with the Directorate of Primary Health Care Governance, international consultants, and partners.
Consolidate stakeholder feedback to address gaps and refine the NPHLSP.
Approval and Reporting:
Provide drafted sections of the NPHLSP to the Directorate General of Primary and Community Health for review and final direction.
Revise the NPHLSP based on feedback and ensure final approval from the Directorate General of Primary and Community Health.
Provide regular progress reports to the Working Team at the Directorate of Primary Health Care Governance- Ministry of Health, and relevant stakeholders.
Socialization and Dissemination:
Plan and lead a dissemination meeting to present the finalized NPHLSP to all relevant stakeholders, including the tiered public health laboratories and program units within the Ministry of Health.
Clearly explain and defend the drafted NPHLSP to the Directorate General of Primary and Community Health and other stakeholders.
Expected Deliverables:
Detailed work plan for refinement and finalization of the NPHLSP.
Refined NPHLSP draft incorporating guidance from the Directorate General of Primary and Community Health and feedback from all relevant stakeholders.
Final NPHLSP document approved by the Directorate General of Primary and Community Health.
Comprehensive report on the NPHLSP development process, including stakeholder engagement and key decisions.
Presentation and facilitation of the socialization meeting to disseminate the NPHLSP to stakeholders.
Deadline for Applying: January 31, 2025
Duration of Contract: 3 months
Qualifications and Requirements:
Hold a master’s or doctoral degree in laboratory sciences, public health, health policy, or a related field, with a focus on leadership or managerial roles within laboratory or public health settings.
Having a minimum of 5 years of experience in health systems strengthening, policy development, or related expertise in microbiology and infectious disease research, with a strong understanding of laboratory diagnostics, surveillance infrastructure, and capacity building.
Having extensive experience in working with various units in the ministry of health, development partners and relevant stakeholders in laboratory improvement for public health purposes.
Having experience in administrative and strategic planning particularly in the context of public health laboratories.
Contributed to Joint External Review (JER) and Field Visit Assessments to assess existing laboratory systems and performance and reporting of assessments.
Strong leadership and coordination skills, with various stakeholder including administrative processes.
Proven experience in facilitating multi-stakeholder discussions and drafting strategic documents.
Strong communication skills as well as leading meetings and discussions, both written and verbal, in Bahasa Indonesia and English.
Ability to manage complex projects and meet tight deadlines.
Reporting and Supervision:
The consultant will report directly to [the designated official at the Ministry of Health Indonesia] and work closely with the Directorate General of Primary and Community Health, Directorate of Primary Health Care Governance, CDC, APHL, HSP, and other relevant stakeholders.
Budget and Payment Terms:
Payment will be made based on the following deliverables:
Submission of work plan: 10 %
Submission of the revised NPHLSP draft approved by the Directorate of Primary Health Care Governance: 20%
Submission of the final NPHLSP document approved by the Director General of Primary and Community Health: 50%
Completion of the socialization meeting: 20%

Technical Consultants (Telework Southeast Asia)
Position Description: Health Security Partners (HSP) is seeking up to (2) Technical Consultants who will work with HSP, the United States (US) Centers for Disease Control & Prevention (CDC) Southeast Asia Regional Office, US CDC headquarters, the Association of Southeast Asian Nations (ASEAN) Secretariat, and the Task Force Secretariat (TSEC) to support operations of the ASEAN-US Infection Control and Prevention (IPC) Task Force. The Task Force will serve as a regional forum for IPC experience sharing, cooperation, and coordination around IPC capacity building, and development of regional resources to improve IPC and address emerging and re-emerging infectious disease threats such as COVID-19 and antimicrobial resistance (AMR) in healthcare facilities.
These are full-time, contract positions, not to exceed 6 months, supporting the Task Force activities, which include coordinating and operationalizing technical activities related to infection prevention and control. Although the incumbent will work in a telework capacity, they must be able to travel throughout the ASEAN Member States to support.
Organization
Health Security Partners (HSP) is a nonprofit organization dedicated to building local capacity to improve health security worldwide. We develop and deliver programs to resource-constrained areas that advance individuals' and institutions' capacity and societies' ability to prevent, detect, and respond to public health threats.
Responsibilities
All work will be done in collaboration with HSP, CDC, ASEAN, and Task Force members representing ASEAN Member States. Responsibilities include but are not limited to:
Provide epidemiologic and public health knowledge as part of project activity core groups conducting project activities related to IPC and AMR in healthcare facilities.
Communicate regularly with Task Force Secretariat officers and project activity core group chairs to maintain progress toward workplan goals and milestones.
Attend regular virtual meetings and prepare progress updates to project activity core groups.
Contribute to minutes and/or meeting summaries for meetings of the Task Force and its project activity core groups.
Coordinate the collection of data in the form of virtual and in-person interviews, online surveys, and assessments.
Contribute to data analysis, summarizing findings and reporting.
Share communications and information across the Task Force, designated representatives from Member States, and/or ASEAN Health Cluster 2.
Minimum Qualifications
Master’s degree with at least 3 years of epidemiology and/or public health experience in Southeast Asia.
Knowledge of the epidemiology of infectious diseases, including modes of transmission, factors affecting disease occurrence, and strategies for intervention and prevention.
Level IV full professional proficiency in English (speaking/reading/writing) is required.
Ability to prioritize tasks, manage time, and adapt to change.
Self-motivated and capable of completing tasks without constant supervision.
Capable of working diplomatically within a team which has members located across the world.
Experience using professional computing software, including Microsoft Word, Excel, and PowerPoint.
Preferred Qualifications
Understanding of the core components of hospital IPC programs, healthcare-associated infections, and factors affecting disease transmission within healthcare facilities.
Knowledge of laboratory methods used to detect and characterize bacterial pathogens.
Experience working with Ministries of Health and other government entities.
Project management experience.
Experience collecting and analyzing qualitative and quantitative data.
