Recruitment Notice Resident Advisor for Advanced FETP (Indonesia) Position
Description: Health Security Partners (HSP) is seeking a Resident Advisor who will work with HSP, the U.S. Centers for Disease Control & Prevention (CDC) Indonesia Office, and the Indonesian Field Epidemiology Training Program (FETP) Secretariat in Indonesia. The goal of FETP Indonesia is to strengthen the national health workforce in applied epidemiology and to further develop national capacity for detection and response to public health threats. This is a full-time position to accomplish the goals and objectives of the Advanced FETP in Indonesia. All applicants must be Indonesian nationals currently residing in Jakarta or willing to relocate for the duration of the assignment.
Responsibilities
All work will be done in collaboration with HSP, CDC Indonesia, FETP Indonesia and Government of Indonesia partners.
Responsibilities include but are not limited to:
• Coordinate with Indonesian Ministry of Health (MOH), including the FETP Secretariat, and US CDC-Indonesia on technical aspects of the Advanced FETP and other related activities.
• Participate in FETP team meetings, working groups, or committees and provide information, advice, and guidance.
• Serve as a link between the MoH including FETP Secretariat and US CDC-Indonesia by handling questions, helping resolve work-related problems, and providing timely program updates.
• Assess adequacy of the curriculum to train participants in field epidemiology, surveillance, epidemiology methods, field projects, communication, and outbreak response.
• Plan and oversee Advanced FETP training events in coordination with the FETP Secretariat, US CDC-Indonesia, and HSP personnel.
• Assist in the recruitment of FETP Advanced participants and mentors.
• Serve as the lead technical advisor to train fellows to practice evidence-based public health, detection, and response to disease outbreaks, and strengthen disease surveillance systems.
• Participate in disease surveillance and outbreak investigation and response activities together with the fellows, as needed.
• Review all projects and work conducted by trainees for scientific quality and appropriateness and ensure that all projects receive appropriate ethical approvals and CDC clearances.
• Review field program activities including monitoring financial reports with the program team and on a periodic basis, identify and correct performance problems.
• Ensure that field projects are robust enough to provide FETP participants to gain knowledge, experience, and skill in conducting field projects.
• Ensure adequate mentoring of FETP advanced residents.
• Facilitate monitoring and evaluation activities, including data collection.
• Coordinate with other FETP partners including local governments, sub-national training centers, participating universities in the Advanced FETP, professional organizations, FETP Alumni, FETP-V, to ensure the trainings are aligned with other related objectives. Timeline: The Consultant will be required to begin by March 2024 and the consultancy will extend through 29 September 2024, with an extension based on continued funding. The position is fulltime, requiring up to 40 hours per week.
Qualifications: We are looking for exceptional candidates with the following qualifications:
• Master’s degree in public health with focus on epidemiology, graduates of the Field Epidemiology Training Program (FETP) preferred;
• At least 5 years’ experience in field epidemiology, experience as an FETP mentor/supervisor preferred;
• Experience organizing and leading outbreak investigations and public health response activities;
• Experience in teaching, especially adult learners;
• Experience writing scientific abstracts and manuscripts and developing presentations for national and international conferences;
• Experience working in or with the Indonesian MoH or provincial/district health offices;
• Ability to work successfully with international teams;
• Good spoken and written English language skills; and
• Excellent communication skills.

Southeast Asia Biorisk Management Advisor
HSP is seeking a highly qualified and experienced individual to join our team in the position of Southeast Asia Biorisk Management Advisor. This position offers a unique opportunity to contribute to the development and implementation of biorisk management programs across the Southeast Asia region. This is an ad-hoc contract position. The consultant should be based in the Southeast Asia region and will work remotely. Frequent travel to Southeast Asian countries will be needed.
Key Responsibilities: All work will be done in collaboration with HSP. Responsibilities include but are not limited to:
1. Subject Matter Expertise:
• Serve as a subject matter expert (SME) in biorisk management, staying abreast of the latest developments, standards, guidelines, and best practices in the field.
• Provide expertise in the development and implementation of regulations for biosafety and biosecurity, ensuring rigorous compliance with national and international standards.
• Act as an SME in identifying and assessing the specific threats posed to Southeast Asia within the realm of biorisk management.
• Offer specialized knowledge in addressing insider threats, cyberbiosecurity, andemerging biotechnologies, actively staying informed about advancements and risks, and providing insightful analysis into their implications for risk management.
• Provide guidance and support to internal HSP teams and external partners on matters related to biorisk management.
2. Curriculum and Training Development:
• Work closely with HSP to design, develop, and enhance biorisk management training programs across Southeast Asia.
• Collaborate with internal and external experts to ensure the content is up-to-date, culturally relevant, and aligns with industry best practices.
3. Recruitment and Networking:
• Identify and engage qualified personnel and trainers for workshops and projects in Southeast Asia.
• Coordinate with local organizations, institutions, and experts to build a network of skilled professionals who can contribute to biorisk management initiatives.
4. Regional Coordination:
• Act as the primary point of contact for biorisk management initiatives in Southeast Asia, fostering collaboration and partnerships with local stakeholders, government agencies, non-profit organizations, and individuals.
• Oversee logistical aspects of regional programs, including the coordination of workshops, training sessions, and events. Ensure seamless execution of activities by managing resources, scheduling, and liaising with local partners to guarantee the smooth implementation of biorisk management initiatives across the Southeast Asia region.
Timeline for the Position:
The Consultant will begin in February 2024, and the consultancy will extend through December 31, 2024. This is an ad-hoc contract position and hours worked will vary week to week. Qualifications
• Doctorate (Ph.D. or M.D.) in medicine, veterinary medicine, or a related discipline in the life sciences.
• Minimum of 10 years of substantial experience supervising safety, health, and emergency management in laboratory settings, particularly at the university level or within BSL-3 or higher facilities.
• Holds a Profession Certification in Biorisk Management from the International Federation of Biosafety Associations (IFBA).
• Experience working with regional biosafety associations and institutions across Southeast Asia, including in the Philippines, Vietnam, Malaysia, Indonesia, Thailand and Singapore.
• Demonstrate expertise in identifying and mitigating insider threats within laboratory and diverse research settings.
• Expertise in the development and implementation of national regulations and standards for biorisk management, ensuring compliance international standards, such as ISO 35001.
• Knowledge of biological threats in Southeast Asia and the full range of interventions to safeguard the human and animal health sectors.
• Possess expertise in understanding and addressing challenges related to biorisk management, cyberbiosecurity, and emerging biotechnologies across Southeast Asia.
